Victim’s Mother Approaches CM Grievance Cell Seeking Justice in Delayed Forensic Report Case

Bhubaneswar, June 1 (Monday): Seeking urgent intervention in an alleged case of police inaction and abnormal delay in forensic examination, Bobby Gouda, mother of the victim, approached the Chief Minister’s Public Grievance Cell in Bhubaneswar on Monday and submitted a memorandum demanding speedy investigation and justice.
In her petition addressed to Odisha Chief Minister Mohan Charan Majhi, she alleged that her son, Sachin Kumar Gouda, a Junior Engineer in the Rural Water Supply & Sanitation (RWSS) Department at R. Udayagiri in Gajapati district, was allegedly subjected to a serious incident on July 23, 2025, when contaminated drinking water suspected to contain ammonia and urine was allegedly given to him for consumption within his office premises.
According to the complaint, after consuming the water, the victim reportedly suffered throat infection, severe mental distress, humiliation, and fear for his safety. A laboratory examination of the water sample allegedly indicated the presence of ammonia content, following which a written complaint was lodged with police.
The memorandum states that R. Udayagiri Police Station Case No. 80/2025 was registered on July 31, 2025, under Section 272 of the Bharatiya Nyaya Sanhita against the accused person. During the investigation, police reportedly collected the alleged urine bottle, water samples and other materials and sent them to the State Forensic Science Laboratory (SFSL), Rasulgarh, Bhubaneswar, on August 5, 2025, for examination and expert opinion.
However, the victim’s mother alleged that despite the seriousness of the matter and the potential threat to her son’s life, the final forensic report has not yet been received, resulting in a prolonged delay in the investigation. She claimed that no decisive legal action has been taken against the accused due to the pending forensic findings.
During the Chief Minister’s grievance hearing programme held at Unit-II, Bhubaneswar, she requested the state government to expedite the forensic examination process, ensure a fair and time-bound investigation, and initiate appropriate legal action based on the evidence collected in the case.
