Berhampur, July 27: Alleging prolonged delay and lapses in the investigation of R. Udayagiri Police Station Case No. 80/2025, Smt. Bobby Gouda, mother of the victim, has approached Odisha Chief Minister Mohan Charan Majhi through the Chief Minister’s Grievance Cell, seeking a Crime Branch (CID) investigation.
In her petition, Bobby Gouda alleged that despite nearly a year having passed since the incident of July 23, 2025, the police have failed to complete the investigation or file a charge sheet. She claimed that her earlier grievance submitted to the Chief Minister’s Grievance Cell was disposed of based only on a report from the Gajapati Superintendent of Police without addressing the alleged delay in the investigation.
The case pertains to a complaint filed by her son, Sachin Kumar Gouda, a Junior Engineer with RWSS, who alleged that he was deliberately served drinking water contaminated with a substance suspected to be urine by a colleague. She stated that although forensic examination reportedly detected ammonia in the seized sample, the investigation has remained inconclusive.
Expressing concern over the delay in obtaining the forensic report and the inability to secure a DNA profile due to insufficient DNA material, she questioned the handling and preservation of evidence and sought an inquiry into possible negligence by investigating and forensic authorities.
Seeking the Chief Minister’s intervention, Bobby Gouda demanded that the case be transferred to the CID (Crime Branch) for a fair, impartial and time-bound investigation. She also urged the government to order an inquiry into the delay in forensic examination and fix responsibility on officials found negligent in the investigation process.
