Berhampur, 05/06/2026: Expressing dissatisfaction over the enquiry report submitted by the Gajapati district police, Smt. Bobby Gouda of Ranguni Bandha Street, Berhampur, has approached the Chief Minister’s Grievance Cell seeking a fair and impartial investigation into an alleged water contamination case involving her son.
In a representation submitted to the Chief Minister, Bobby Gouda questioned the findings of the enquiry report furnished by the Superintendent of Police, Gajapati, in response to her grievance petition. The case pertains to R. Udayagiri Police Station Case No. 80/2025, registered on the complaint of her son, Sachin Kumar Gouda, a Junior Engineer in the Rural Water Supply and Sanitation (RWSS) department.
According to the complaint, Sachin had alleged that water supplied to him by a colleague was deliberately contaminated with a substance suspected to be urine. Laboratory examination reportedly detected ammonia in the sample, raising concerns over intentional contamination.
The petitioner expressed concern over the prolonged delay in the investigation. She pointed out that although the incident occurred on July 23, 2025, and the case was registered on July 31, 2025, no charge sheet has been filed even after nearly a year.
She further highlighted that the exhibits were sent to the State Forensic Science Laboratory (SFSL), Rasulgarh, in August 2025, but the forensic report was received only in May 2026. According to her, the delay significantly hampered the progress of the investigation.
Bobby Gouda also contended that the inability of forensic experts to generate a DNA profile due to insufficient biological material should not be treated as a basis to leave the matter unresolved. She urged investigators to rely on other scientific and circumstantial evidence to reach a logical conclusion.
Alleging that the prolonged investigation has caused severe mental agony, humiliation, and professional embarrassment to her son, she sought accountability for the delay and alleged inaction by the investigating authorities.
In her petition, she requested the Chief Minister to order a fresh review of the investigation by a senior officer unconnected with the present enquiry, ensure expeditious completion of the probe within a fixed timeframe, examine the reasons behind the delay in forensic examination, and initiate action against officials found negligent.
Stating that she has faith in the government’s commitment to justice and good governance, Bobby Gouda appealed for urgent intervention to ensure justice for her son and their family.
