Odisha Govt Initiates PAR/CCR Process for 2025–26, Issues Fresh Guidelines

Bhubaneswar, April 15: The Government of Odisha has initiated the process for submission and assessment of Performance Appraisal Reports (PAR) and Confidential Character Reports (CCR) for the year 2025–26, urging all departments and district administrations to ensure timely compliance.
In an official communication issued by the General Administration & Public Grievances (SE) Department, Special Secretary Ghasiram Murmu directed all departments, Heads of Departments, RDCs, Collectors, and District Magistrates to facilitate the process through the Human Resource Management System (HRMS) portal.
As per the guidelines, Group A and B employees are required to submit their self-appraisal by April 30 each year, with the deadline extendable up to May 31. The PARs undergo a three-tier evaluation system before being reviewed and considered for promotions, selections, and benefits such as MACP and RACP.
The department highlighted that delays or non-submission of PARs have led to employees being deprived of career advancement opportunities in several instances.
In a significant development, the state government has also introduced a revised system for Group C employees under Notification No. 400/SE dated February 25, 2025, replacing the earlier Book Circular 46. Under the new mechanism, the Reporting Authority is responsible for initiating the CCR, which is then forwarded to the Reviewing-cum-Accepting Authority for final assessment.
The government has observed lapses in initiating CCRs for Group C employees, often due to lack of awareness or negligence, resulting in incomplete service records.
The communication emphasized that all authorities must ensure submission of PARs and initiation of CCRs for the period from April 1, 2025, to March 31, 2026, strictly through the HRMS portal.
The move aims to streamline performance evaluation and ensure transparency and accountability in government service records across the state.
